You can block “.” dot files in perforce using protect table only which will not be applicable for admin but users.
\nlist group * * -\/\/…\/.*<\/p>\n

Tuned to a file pattern too:
\nlist group * * -\/\/depot\/main\/…\/.xyz<\/p>\n

It doesn\u2019t matter what the first word in the line is, read, write, list or open
